This was exactly my thought the moment I heard of this attack.

So, ISIS hears the US is pulling out and almost immediately conducts an attack involving US personnel? Not waiting, not choosing a different location? With entirely predictable results?

This is a false flag of the highest order. Western interests, possibly even part of our own government killing US troops. For the profit of warmongers and power whores.
